1. General Provisions


1.1. On-line Scientific & Educational Bulletin «Zdorov'e i obrazovanie v XXI veke»  (Hereafter Named “Bulletin” ) Is Published From 1999 According To “On Mass Media” Law Of Russian Federation. Its Publication Is Based On The Certificate Of Registration Of The Mass Media Organization With The Number ЭЛ № ФС 77-50518. Federal Service Issued This Certificate For Supervision In The Sphere Of Telecom, Information Technologies And Mass Communications.
1.2. The “Bulletin” Is Founded And Published By Network Of Young Doctors & Health Administrators (Hereafter Named “SOMVOZ”, “Journal Founder”, “Bulletin” Publisher”).
Journal Publisher Provides Financing Of The Journal Publication.
1.3. This Statute Specifies The Main Requirements For The Following: The  “Bulletin”  Itself, Constitution Of The  “Bulletin” Editorial Board, Procedures Of Preparing And Publishing The  “Bulletin”  Issues.
1.4. Refinement, Supplementation And Modification Of This Statute Is Carried Out According To The Changes In The Legal, Economic And Organizational Conditions.


2. Main Requirements For The Journal


2.1. According To The Requirements Of The “On Mass Media” Law Of Russian Federation The  “Bulletin” Must Not Be Used For: Commitment Of Acts, Which Are Punishable Under Criminal Law; Divulgation Of Information That Is Classified As A State Secret Or Any Other Secret, Which Is Specially Protected By Law; Making Calls For Seizing Power, Forcibly Overthrowing Constitutional Order And Changing State Integrity; Incitement Of Ethnic, Class, Social, Religious Intolerance Or Dissension; Propaganda Of War, Pornography, Cult Of Violence And Cruelty.
2.2. The Papers, Which Are Published In The  “Bulletin” , Reflect The Results Of Scientific Research In The Following Main Areas (Regular Sections):

 Medical Sciences
 Biological Sciences
 Psychological Science
 Social Sciences
 Chemical Sciences
 Pharmaceutical Sciences

2.3. Materials Of Advertising And Erotic Nature Cannot Be Published And Placed In The  “Bulletin” .
2.4. The Current Legislation Of The Russian Federation Determines The Attribution And Scope Of Author’s Rights For The Papers, Which Are Published In The  “Bulletin” .
The Exclusive Rights To The Journal Issues As A Whole Are Attributed To The Journal Publisher According To The Legislation Of The Russian Federation.
2.5. As A Rule, No Fees Are Charged For Publishing The Papers, Which Are Authored By Post-Graduate Students.
Authors Are Paid No Royalties For Publishing Their Papers In The  “Bulletin” .
2.6. The Following Information Should Be Permanently Available For Free Access On The Web-Site Of The  “Bulletin” Publisher Http://Www.e-pubmed.org

3. Editorial Board Of The Journal
3.1.  “Bulletin” Editor-In-Chief Is Appointed (By Agreement) By The  “Bulletin” Founder From Amongst The Scientists, Which Are Considered As Leading In The Scientific Fields Of The  “Bulletin”  Founder Specialization.
Journal Editor-In-Chief Fulfills His Duties Under The Law Of The Russian Federation And Present Statute.
3.2. The  “Bulletin” Founder Appoints The Deputies Of The  “Bulletin” Editor-In-Chief And Executive Editor-In-Chief Of The  “Bulletin” Editorial Board Upon The Recommendation Of The  “Bulletin” Editor-In-Chief.
3.3. The  “Bulletin” Founder Approves The Composition Of The  “Bulletin” Editorial Board Upon The Recommendation Of The  “Bulletin” Editor-In-Chief.
 “Bulletin” Editor-In-Chief And Deputies Of The  “Bulletin” Editor-In-Chief Are The Chairman And Deputies Of The Chairman Of The  “Bulletin” Editorial Board, Accordingly.
3.4. The Work Of The  “Bulletin” Editorial Board Is Organized By The  “Bulletin” Editor-In-Chief. The Curators Of The  “Bulletin” Regular Sections Are Appointed By The  “Bulletin” Editor-In-Chief From Amongst The Members Of The  “Bulletin” Editorial Board.
3.5. The Composition Of The Presidium Of The  “Bulletin” Editorial Board Includes The Chairman And Deputies Of The Chairman Of The  “Bulletin” Editorial Board, Executive Editor-In- Chief Of The  “Bulletin” Editorial Board, Curators Of The  “Bulletin” Regular Sections.
 “Bulletin” Editor-In-Chief Is Entitled To Additionally Include Other Individual Members Of The  “Bulletin” Editorial Board Into The Composition Of The Presidium Of The  “Bulletin” Editorial Board.
3.6.  “Bulletin” Editor-In-Chief Approves The Following:

• The Requirements For The Published Papers;
• Abstract Preparation Guidelines;
• Guidelines For Preparation Of Roman- (Latin-) Alphabet Version Of The Bibliographic References List
For The Paper («References»);
• Procedure Of Submission Of Paper Manuscripts For Publication;
• Procedure Of Making Decision Concerning The Paper Publication;
• Paper Review Structure.

3.7.  “Bulletin” Editor-In-Chief Is Entitled To Introduce Additional Sections Into The Individual  “Bulletin” Issues.


4. Preparation And Publication Of A  “Bulletin” Issue
4.1. The Executive Editor-In-Chief Of The  “Bulletin”  Editorial Board Carries Out The Following
Activities On The Basis Of The Decision Of The  “Bulletin” Editorial Board:
• Composes The Contents Draft For The Forthcoming  “Bulletin” Issue;
• Submits The Mentioned Above Draft To The Editor-In-Chief (Deputy Editor-In-Chief) Of The  “Bulletin” For Approval.
4.2.  “Bulletin” Issues Can Be Composed As Consolidated (With The Inclusion Of Several  “Bulletin” Sections) Or
Special (Which Include One Section Or Are Devoted To A Single Scientific-And-Technical Problem).
4.3. As A Rule The Number Of Papers In One  “Bulletin”  Issue Should Be No Less Than 10.
4.4. The Contents Of The Forthcoming  “Bulletin” Issue (In Russian And English), Which Were Approved By Editor-In-Chief (Deputy Editor-In-Chief), Materials Of The Papers And The Enclosed Electronic Versions Of The Published Materials Are Transferred To The Public Relations Department Of The  “Bulletin” Publisher By The Executive Editor-In-Chief Of The  “Bulletin” Editorial Board.
4.5. The  “Bulletin” Issue Is Prepared For Publication By The Public Relations Department Of The  “Bulletin” Publisher. This Preparation Includes The Following:
Formatting The  “Bulletin” Issue Layout (Including Web-Design);
Preparing And Submitting The Dummy Journal Issue To The Executive Editor-In-Chief Of The  “Bulletin” Editorial Board.
As A Rule, The Term Of Preparation Of The Forthcoming Journal Issue For Publication Should Not Exceed One Month (With The Exclusion Of July And August).
4.6. Each  “Bulletin” Issue Must Mandatorily Contain The Following Information:

• Name Of The  “Bulletin” ;
•  “Bulletin” Founder And Publisher;
• Composition Of The  “Bulletin” Editorial Board;
• Issue Index Number And Issuance Date;
• The Following Note: “No Fees Are Charged For Publishing The Papers, Which Are Authored By Post-Graduate Students.”;
• Correspondence Mail Address Of The  “Bulletin” Publisher And Internet Address Of The Journal;
• Contact Details Of The Executive Editor-In-Chief Of The  “Bulletin” Editorial Board.

4.7. After The  “Bulletin” Issue Is Placed On The Web-Site Of The  “Bulletin” Publisher The Executive Editor-In-Chief Of The Presidium Of The  “Bulletin” Editorial Board Provides Submission Of The Information About The Published Papers Into The System Of Russian Science Citation Index. This Submission Should Be Made According To The Prescribed Form Within 15 Days From The Date Of Publication.
4.8. After The  “Bulletin” Issue Is Placed On The Web-Site Of The  “Bulletin” Publisher The Author (Authors) Of The Paper That Was Published In This  “Bulletin” Issue Is Entitled To Receive A Certificate, Which Confirms The Fact Of The Paper Publication. This Certificate Is Issued On Paper Medium, Signed By The Chairman (Deputy Of The Chairman) Of The Presidium Of The  “Bulletin”  Editorial Board And Delivered By The Executive Editor-In-Chief Of The  “Bulletin” Editorial Board.
